Homebuyer Overview

The PECO New Homes Program is designed to educate homeowners when buying a new home, giving you confidence to make the right choice. Builders in your area are participating in the PECO New Homes Program to build homes that exceed code standards and deliver greater comfort, durability, and lower energy and maintenance costs.
To find a home that you’ll love for as long as you own it, contact a participating builder or call 888-5-PECO-SAVE (888-573-2672) for more information.
Home Energy Rating System:
Homes are rated under the Home Energy Rating System (HERS) Index, a nationally recognized system for inspecting and calculating a home’s energy performance. After onsite inspections and tests (including blower door and duct tests), the Rater uses the test results and data from the plan review to generate the home’s HERS Index Score, also called a HERS Rating.
The lower the home’s HERS Index Score, the more energy efficient it is. The Index reference home score is 100; a net-zero energy home scores a zero. Each one-point decrease in the HERS Index corresponds to a 1% reduction in energy consumption relative to the reference home.
When builders partner with HERS raters, they help ensure your home has more effective insulation, efficient, properly installed HVAC equipment, high-performance windows, lighting, and appliances. When you purchase an above-code new home, you get a durable, comfortable, energy-efficient house you will love calling home.
Benefits Received:
Lower operating costs: Qualified homes are at least 5% more efficient than code-built new homes. By using less energy, these homes cost less to operate, which means more money in your wallet month after month.
Better performance: Energy-efficient homes feel more comfortable. Additional insulation helps keep the inside of your home at a more stable temperature. Indoor humidity is better controlled, and drafts are reduced. Efficient homes are often very quiet because the extra insulation and tight construction help keep out exterior noise.
Smart investment: Energy efficiency in a new home is an increasingly valued feature when it comes time to sell. Potential higher resale values, combined with lower operating costs, make an energy-efficient new home a smart investment for you.
